NOTICE FOR REQUEST FOR QUALIFICATION

1. The Organisation
Bihar State Hydroelectric Power Corporation (BHPC) mandated as the State's nodal agency is engaged in planning, executing, operating and maintaining hydropower projects. BHPC currently has 7 generating units, 14 under execution and a number of big and small projects in the pipeline.
2. About the Project
Indrapuri Hydroelectric Power Project (Old name Kadhwan Reservoir project) located in Rohtas district of Bihar/ Garhwa district of Jharkhand on river Sone with irrigation, hydro power and floods control as the main objectives.
3. Brief Features
The main features of the project are
-> A 45 m high Earth dam of length 3895 m.
-> 5 Penstocks of length 60 m each and dia 8.7 m.
-> A surface power house with an installation of 5 units of 90 MW each/vertical Kaplan driven generation units, operating under a design head of 33.3 m.
-> A tail pool of size 180 m x 185 m.
The annual estimated generation from the project is estimated to be 754.4 GWh at 90% dependability.
Tenders are invited from organizations / companies meeting the qualification criteria for implementation of the Indrapuri Hydreoelectric Power Project (450MW) on a Build, Own, Operate and Transfer (BOOT) basis, for a contract period of thirty (30) years on the basis of a competitive bidding process. The parties interested in participating in the bidding process may, if they so desire visit on their own expense, the site of proposed Indrapuri Hydroelectric Power Project with prior information to BSHPC.
4. Qualifying requirements
Qualifying requirements for submitting the offer against the private sector / joint sector are as under:
(i) The bidder should have strong financial and technical base with adequate free investible reserves and surplus to support the project offered and at the same time technical and organizational capabilities necessary for proper development and thereafter Operation and Maintenance of the project over a specified period of 30 years.
(ii) The bidder should possess the following financial parameters:-
(a) Annual turnover during any of the last consecutive 3 years – not less than 30% of the cost of project offered.
(b) Net worth during last 3 consecutive years – shall be positive.
(c) Free investible reserves per year - to match with the year wise phased expenditure for the project, not less than 10% each in first 2 years, 20% of the project cost in subsequent 4 years.
(iii) Bidder should have experience of setting up similar projects i.e. of 450 MW or equivalent infrastructure projects and should have capability to implement and carry out construction of large capacity infrastructure construction project.
5. Pre-bid discussion:
A pre bid meeting will be held in the office of BSHPC on 17th October 2008. The prospective bidders may send their queries by email/fax/post at least two days before the scheduled date. The exact venue and schedule of the pre bid meeting will be intimated later, sufficiently ahead of the date of the pre-bid meeting.

9. Process for Selection:
The Successful Bidder will be selected through a two-stage competitive bidding process involving Request for Qualification (RFQ) and Request for Proposal (RFP) stages. Interested bidders will have to initially respond to the RFQ document. These responses shall be evaluated for meeting the technical and financial qualification requirements specified in the RFQ document, and bidders meeting these qualifying criteria short-listed for the subsequent RFP stage.
The RFP, along with other bidding documents will be then issued to only such short-listed bidders. Responses by qualified bidders will be evaluated based on the selection criteria listed in the RFP document, and the Successful Bidder selected based on the evaluation process laid out in the RFP. This Successful Bidder will then be issued the Letter of Award of the Project and would be required to execute the necessary agreements for the execution of the Project.
