NOTICE FOR SHORT-LISTING OF BIDDERS FOR COMPLETION OF THE CHANDIL DAM HYDRO-ELECTRIC POWER PROJECT (2 x 4 MW)
IN JHARKHAND
Chandil Dam Hydro Electric Project (2 x 4 MW Capacity) at Chandil, located in the Saraikela-Kharsanwa district of Jharkhand, approximately 40 kms from Jamshedpur is part of the Swarnarekha Multi-purpose project. Some of the project works have already been completed by BHPC, its executing agency. Bids are now invited from competent organization for completion of the remaining work on a turnkey basis. All qualified Bidders shall be given sufficient time to study the current status of the project, including the detailed project report and other surveys, already completed by BHPC, prior to the submission of their Bids.
1. Current Status of the Project: BHPC has obtained all necessary clearances for development and completed about 75% of the work on the Chandil Dam Hydro Electric Power Project (2 x 4 MW). Total estimated cost of the Project was Rs. 4048.72 Lakhs in 1996. BHPC has spent Rs.3067 Lakhs on the Project till-date. Summary status of the progress on the Project is as detailed below:
2. Time for Completion: Eighteen (18) months from the date of issue of the Letter of Intent (LOI)
3. Qualifying Requirements: a. Reputed manufacturers of Hydro Turbine Generating Sets or their authorized licensee or their authorized dealer or EPC Contractors of repute registered in India having experience of executing similar works i.e., designing, manufacturing, testing, supplying, erection and commissioning of hydro generating sets of 1.0 MW and above on turnkey basis and who fulfill all the following requirements shall be eligible to apply for issue of tender papers (non-transferable) provided, they produce definite proof from the appropriate authority which shall be to the satisfaction of the BHPC. Joint Ventures between EPC Contractor and manufacturers of Hydro Turbine Generating Sets, as described above, are also allowed subject to fulfillment of other conditions by individual JV Partner as stipulated in the bid documents.
i. Should have satisfactorily completed or on the verge of completion three similar works of similar capacity as enumerated above each costing not less than Rupees Three Crores (Rs. 3 crores) or two similar works each costing not less than Rupees Six Crores (Rs. 6 Crores) or one similar work costing not less than Rupees Eight Crores (Rs. 8 Crores) during the last seven years ending 31st March, 2007. This should be certified by an officer not below the rank of Executive Engineer / Project Manager of the organization executing the work.
ii. Should have had average annual financial turnover of Rupees Six Crores (Rs. 6 Crores) during last three years ending 31st March, 2007. This should be duly certified by a Chartered Accountant. Year in which no turnover is shown would also be considered for working out the average.
iii. Should not have incurred any loss in more than two years during the last five years ending 31st March, 2006 and document to this effect shall be certified by a Chartered Accountant.
iv. Should have a solvency of Rupees Four Crores (Rs. 4 Crores) certified by its bankers.
v. The applicant should have sufficient number of Technical / Managerial and Administrative employees for proper execution of the Contract and should submit a list of these employees stating clearly how these would be involved in work.
vi. In case of authorized licensees / dealers / firms / contractors, guarantee for prompt service back up as regards providing of spares and after sales service from the manufacturers of turbine and generators shall also be provided and undertaking to this effect shall be provided on non-judicial stamp paper of Rs. 100/- alongwith the technical offer.
vii. A similar undertaking shall be submitted by the manufactures of imported machineries (Turbine and Generating Sets) either by themselves or through their licensee or dealer stating clearly that they have well equipped infrastructure with sufficient technically competent manpower in India to provide prompt after sale service as regards providing of spares and repairing. However, considering the easy accessibility and service availability, indigenous make would be preferred.
4. Selection of Bidder: The selected bidder is expected to quote its best financial price for taking up the necessary works to complete the project. The successful bidder will be issued a Letter of Intent. The price quoted by the Bidder shall be inclusive of the cost of equipment and material required as well as its fees and expenses to complete the project. All the Bidders would be provided adequate time that would be required to undertake necessary site visits and study of the related project reports and surveys, before making their final offer. However, all such site visits would be at the expense of the Bidders themselves. BSHPC would provide all necessary support on the ground to facilitate these site visits.
5. Sale of Request for Qualification (RFQ) Document: The RFQ Document may be obtained from: the Office of the Superintending Engineer (Civil), Chandil Dam Hydro-Electric Project, Chandil, P.O.: Ghoraling, Dist.: Saraikela-Kharsanwa, Jharkhand; on payment of Indian Rupees Twenty Thousand only (INR 20,000) or US Five Hundred Dollars (US $ 500). The RFQ can also be downloaded from BSHPC’s website (www.bshpcltd.com).In the event the RFQ is downloaded from the website, the cost of the RFQ must be submitted compulsorily along with the response to the RFQ in the form of a Demand Draft/Banker’s Cheque in favour of BSHPC Limited, payable at Patna.

6. In case of any dispute, as regards to interpretation of the Clauses of the NIT and tender, the decision of BSHPC shall final and binding on the Bidder / Contractor.
7. Issuance of the Bid Documents to any bidder shall not construe that such bidder is considered to be qualified.
